Mr. Walker presented an economic analysis of various assumptions about the future of the health care system. He proposed that effective reforms needed to provide incentives, transparency and accountability in health care delivery. He faulted proposed reforms that were not long range or comprehensive. He focused on issues including the tax treatment of health care. Mr. Penner offered his comments before both speakers answered questions from members of the audience.
