President Kagame reflected on the 1994 genocide in Rwanda. Between April and June of that year, approximately 800,000 people were killed. Governments and international organizations were criticized for failing to intervene. In his speech, President Kagame gave a brief history of Rwanda and discussed the reasons for the genocide. He also talked about recent developments in the country and the precautions that were put in place to prevent another massacre.
