The Rules committee heard testimony on H.Res. 1, the Civil Rights Act of 1991. H.Res. 1 was introduced by Democrats to counteract several 1989 Supreme Court decisions that increased the burden of proof on employees claiming discrimination in the workplace. The Rules committee specifically heard testimony from members of the House of Representatives who pleaded for separate votes on specific amendments. Amendments discussed in the hearing included a substitute amendment introduced by the Democrats still under revision, a substitute amendment from the Republicans that would overturn less Supreme Court decisions than the Democrats' bill, and an amendment from several women Representatives that would prohibit limits on damages recovered from cases of intentional discrimination. Rep. Solomon argued heatedly against a rule restricting debate of the bill on the House floor.
