The American Bar Association sponsored the forum entitled, “Preserving the Separation of Powers in Foreign Policy: Checks and Balances and the New Congressional Activism,” which brought together law professors and a former congressional aide to discuss the relationship between Congress and the presidency. The issue of checks and balances concerning foreign policy was debated during the buildup to the Persian Gulf war in late 1990 and early 1991, when Congress voted to allow the president to use military force to remove Iraq’s military occupation of Kuwait in defense of United Nations resolutions concerning Kuwait. close
