The Washington Institute for Near East Policy sponsored a forum entitled, “The Bush Arms Control Initiative: A Political-Military Assessment,” which examined the Middle East arms control plan proposed by President Bush. On May 29, 1991, President Bush stated his proposal to prohibit the sale of unconventional weapons to countries in the Middle East and to create guidelines for sales of conventional weapons to the Middle East, with the guidelines to be determined by the top five arms suppliers of the world: the U.S., the Soviet Union, China, France, and Great Britain. In the introduction of the proposal during a commencement speech to the U.S. Air Force Academy, President Bush did not name any specific countries or a timetable for the proposal. close
