President George HW Bush delivered the commencement address to the United States Military Academy’s 1991 graduating class. In his speech, President Bush announced a settlement between the U.S. and the Soviet Union on the CFE treaty, which he said would pave the way for a summit meeting. The subject of the main body of the president’s remarks was civil rights in America, including the civil rights bill pending in the House of Representatives. He spoke on the military as being the greatest equal opportunity employer in existence, which defeats racial distinctions through common goals and bonds of trust. President Bush reiterated his support for the administration’s civil rights package and criticized H.1, the Civil Rights Act of 1991, which he labeled a quota bill. close
