The plans, often referred to as “529” plans after the section of the tax code that governs their operations, exist in every state except Washington. Among the issues addressed were transparency, performance, disclosure, and portability. Witnesses and committee members also discussed the role of federal standards and regulations in the oversight of “529” plans, as well as the risks and benefits of implementing a self-regulatory system. close
