Secretary Powell talked about the African Growth and Opportunity Act. He also described his recent visit to Sudan where he met United Nations Secretary-General Kofi Annan to talk about the extreme violence there in Darfur, and met with the government of Sudan. He said the United Nations has drafted a Security Council resolution regarding Sudan’s ending the violence or face sanctions. He described new U.S. aid programs for Africa.
