Secretary Powell talked about the African Growth and Opportunity Act. He also described his recent visit to Sudan where he met United Nations Secretary-General Kofi Annan to talk about the extreme violence there in Darfur, and met with the government of Sudan. He said the United Nations has drafted a Security Council resolution regarding Sudan’s ending the violence or face sanctions. He described new U.S. aid programs for Africa.

Panels of experts on Africa talked about various aspects of a new report commissioned by Congress titled, “Rising U.S. Stakes in Africa.” Topics included U.S. energy policy for Africa, capital market development in Africa, strategy for a post-conflict Sudan, national resource conservation initiative in Africa, and the HIV/AIDS crisis. close
