Following a ceremony honoring the Univ. of Texas swim teams for winning the NCAA championships, President Bush said the visit of Soviet Envoy Primakov, who had visited the White House earlier in the day, was extremely helpful in determining the state of the Soviet Union. Questions had been raised in the U.S. concerning the ability of the Soviet Union to repay U.S. loans for economic aid, which the Soviet Union had been requesting. President Bush said he had not made up his mind concerning extending foreign aid to the Soviet Union. close
