The National Rainbow Coalition, in coordination with the Citizen Education Fund, held a conference in Washington entitled “Empowerment '92: A Call to Action.” The conference sponsored a forum on the Civil Rights Act of 1991, which had been passed the previous day by the House of Representatives in a vote of 273-158, short of the two-thirds majority needed to override a presidential veto. Issues addressed by participants in the discussion included issues involved in H.R. 1, the Civil Rights and Women’s Equity in Employment Act of 1991, such as quotas in minority hiring, race-norming, and limitations on recoverable damages in employment discrimination lawsuits. President Bush has promised to veto H.R. 1 on the grounds it mandates quotas in the hiring of minorities, despite language in the bill specifically prohibiting quotas. close
