Members of a special panel to investigate the treatment of enemy combatants and detained prisoners in Cuba and Iraq briefed reporters on the findings of their investigation. Among the topics they addressed were the degree of influence exerted by intelligence officials on prison operations, the extent to which various practices constituted abuses of detainees, and the role of the military chain of command in authorizing detention practices. Following their remarks they answered questions from the reporters. close
