Members of the U.S. Commission on Ocean Policy testified before the Senate Science Committee about their recommendations and findings. They asserted that the oceans are “in a state of crisis,” and spoke in detail about threats to ocean life and marine ecosystems. They discussed the commission’s methods, the economic impact of ocean policy, and the need for policy changes. Commission members called for a new “system of ocean governance” that includes an emphasis on “ecosystem stewardship.” They described a number of potential legislative actions that could enact the commission’s recommendations. Witnesses also responded to questions from members of the committee. close
