Members of the Senate debated S. 1204, the Surface Transportation Efficiency Act of 1991, otherwise known as the highway bill. The bill would appropriate $105 billion over five years for highway maintenance, recreational trails, and enforcement of helmet and seat belt laws. The bill also allows greater flexibility for the states in appropriating Federal funds for transportation programs. Critics of the bill desired greater funding of alternative transportation systems such as high-speed trains. Debate centered around an amendment introduced by Sen. Reid that prohibited the removal of billboards without compensation for the owners of the land the billboard stood on. The amendment passed in a vote of 60-39. close
