The subcommittee heard testimony from members of the Department of State on U.S. foreign policy in the Middle East. In particular, the subcommittee sought testimony on the continuing efforts by Secretary of State James Baker to start peace talks between Israel and other Arab states. Other issues examined included arms control, the political situation in post-war Iraq, charges of human rights abuses in Kuwait, and the reconstruction of Kuwait. Secretary of State Baker has made four trips to the Middle East since the end of the Persian Gulf war, hoping to bring Arab and Israeli leaders together to discuss issues at the root of hostilities in the region. Although agreement exists on a peace conference between the states in the Middle East that would negotiate a peace based on U.N. guidelines, difficulties exist in the role the U.N. would play in such a conference, and on the ability of the conference to reconvene. close
