Mr. Mills, an infrastructure reporter, discussed transportation legislation in Congress and the status of the Highway Bill in the Senate. The Highway Bill would authorize $105 billion for surface transportation programs over five years. Mr. Mills discussed an amendment pending in the Senate by Sen. Byrd. The amendment would give surplus money in the Highway Trust Fund to states that have higher gasoline taxes and lower per capita income than the national average. close
