Republican members spoke to reporters about changes to House rules that would allow a member of the majority leadership to keep their position when facing state and local indictments. The rule was changed to ensure that Representative DeLay keep his position as majority leader in the event that a local prosecutor in Texas secured an indictment against Mr. DeLay on campaign finance charges.
