The House approved the Journal of Tuesday, June 18, 1991. The House continued consideration of H.R. 2508, to amend the Foreign Assistance Act of 1961. The House agreed to the Roth (R-WI) amendment that rescinds authority to spend foreign aid and the Torricelli (D-CA) amendment, as amended by the Hamilton (D-IN) amendment, that expresses the sense of Congress that Kuwait should make improvements in human rights. The Burton (R-IN) amendment was agreed to, that requires Congressional notification before granting aid to Jordan. The Cunningham (R-CA) amendment to the Burton amendment that eliminates funding to Jordan unless the President certifies national interest at risk, was also agreed to . The Hamilton (D-IN) amendment to cut aid to Jordan unless the President certifies to the appropriate congressional committees that such assistance is in the national interest of the United States, was agreed to.
