He argued that instead of fighting a war on terrorism, the U.S. government should respond to the political threat posed by various extremist Islamic organizations that could potentially gain control over Middle East oil and Pakistani nuclear weapons. Mr. Ullman said that while al-Qaida and other extremist organizations had the power to disrupt Western society, both politically and economically, their power to destroy was currently limited. He suggested a number of ways to shift policy, including creating an international Marshall Plan for Iraq. After his presentation he responded to questions from members of the audience.
