Moderated by Ms. Strum, Mr. Fisher and other panelists considered the ideas in his book, Military Tribunals and Presidential Power: American Revolution to the War on Terrorism, published by University Press of Kansas. Mr. Fisher talked about his book at length. Then the other panelists talked about the history and current status of military tribunals and responded to questions from the moderator. Topics included the effectiveness of military tribunals in time of war and their use by presidents to expand their authority and threaten the balance of the separation of powers. The panelists also answered audience members' questions. close
