Rep. Foley, Speaker of the House of Representatives, spoke at the National Legislative Conference of the United Steel Workers of America. Rep. Foley criticized the Bush administration for concentrating on foreign policy without equal concern about domestic issues such as education and transportation. He cited statistics stating half of all 17 year-olds in America cannot understand a newspaper editorial and 62 percent of all highways require resurfacing, and said the meager budgetary increases requested by the Bush administration are not up to the requirements of the problems. He also discussed health care, labor legislation, and unemployment compensation. close
