Post-Communist Freedoms in Germany and Europe On a day when tensions in Yugoslavia appeared to be heading toward a civil war in the Eastern European country, Secretary of State James Baker spoke before a Gannett Foundation dinner. According to Mr. Neuharth, the Gannett Foundation, to be known as the Freedom Foundation after July 4, 1991, is dedicated to celebrating freedom of the press, freedom of speech, and freedom of “free spirit.” Mr. Baker discussed his recent trip to Berlin, Belgrade and Teheran, during which he participated in talks on security and cooperation among European countries. On the unrest in Yugoslavia, Sec. Baker said leaders of the independence movement of Slovenia and Croatia displayed an “air of unreality” concerning the situation in Yugoslavia, and more violence is likely. The U.S. would continue to make efforts to continue peaceful negotiations to solve the civil unrest, though the U.S. would not support military actions that preempt diplomatic negotiations. The U.S. would continue to respect Yugoslavia’s territorial sovereignty, including the borders of the breakaway republics, but only as long as force is not used in place of negotiations. close
