“The Geneva Conventions and the Rules of War in the Post 9-11 and Iraq World” conference panel titled, “Protection of Civilians from the Effects of Hostilities,” examined the rules and laws of war and their compatibility with modern warfare and technology. Among the topics they addressed were the use of precision weaponry, minimizing collateral damage to civilians and infrastructure, and treaty obligations on the use of advanced weaponry. Following their remarks they answered questions from the audience. close
