Secretary England is the Defense Department’s designated civilian official for the Detainee Administrative Review Processes at Guantanamo. He talked with reporters about the Combatant Status Review Tribunals (CSRTs), one-time reviews to determine if a detainee is an enemy combatant. He said that all detainees at Guantanamo have completed CSRTs. Topics included purposes of detention, detainee challenges, procedures, and threats to U.S. security. After his presentation, the secretary answered reporters' questions. close
