Senators talked with reporters about why they placed a parliamentary hold on the confirmation of Stephen L. Johnson as Environmental Protection Agency administrator. The hold is in protest of an EPA program paying parents to use camcorders to monitor the effect of pesticides on their children. After their remarks they answered reporters' questions. close
