General Wesley Clark, US Army retired, spoke in the weekly Democratic radio address about the sacrifices of men and women in all of the wars that America had fought in. He also stated that the budget was too tight and needed to be expanded in order to enlarge the active duty force, increase expenditure on armor, and fund fully the Veterans' Administration system. close
