President Bush and Prime Minister Blair held a joint news conference about efforts to increase levels of foreign aid to Africa. In their remarks they also commented on relations between the two countries, operations in Iraq, and the future of Europe. In response to one question President Bush explicitly commented on questions surrounding the “Downing Street Memo” which seemed to indicate that there was a concerted effort to invade Iraq months prior to the decision to send military forces to the region. close
