Developments in Africa Students for America, a conservative organization that brings college students to Washington each year to discuss U.S. foreign policy, sponsored a forum on the latest developments in Africa as part of its 1991 foreign policy summit. Mr. Johns, policy analyst for third world and African affairs at the Heritage Foundation, discussed the increasing influence of democracy and free markets in countries in Africa. He went over U.S. foreign policy concerning South Africa and other African countries. He said South African President DeKlerk has met four of the five conditions necessary for the lifting of sanctions against South Africa by the U.S., and said the day sanctions are removed is drawing near. close
