Mr. Starks talked via telephone and Mr. Gaytan talked about the stalemate between House and Senate Republicans over how to fix the budget shortfall at the Veterans Affairs Department. The House on Thursday passed, 419-0, a $975 million fiscal 2005 supplemental spending bill (HR 3130) to address the shortfall. The White House requested the $975 million figure, but the Senate Appropriations Committee signaled with a motion approved by voice vote that it would accept nothing less than $1.5 billion. close
