Members of the bipartisan War Powers Initiative announced the release of a report examining U.S. decision-making in whether to use force abroad. They said that the War Powers Act needed rewriting and criticized the tendency for Congress to defer to the Executive Branch in decisions to go to war. After their presentations they answered reporters' questions. close
