The 2005 Defense Base Closure and Realignment Commission began final deliberations before submitting its report to the president on September 8, 2005. Commissioners heard reports for staff members and considered several motions and amendments to Defense Department recommendations.

In the afternoon of the first day of the final hearings, motions focused on recommendations for Navy base closures. Commission members voted against proposals to close Naval Air Station Oceana (VA) with the provision that Virginia officials must stop growth around the base in the next six months.

Bases considered for closure included Broadway Complex San Diego (CA) and Naval Air Station Oceana (VA). close
