Mr. Serwer moderated a panel discussion on Iraq’s constitutional process. Mr. Morrow, who participated in the discussion via telephone from Baghdad, talked about the draft constitution that was brought to the national assembly the previous day. Then, the other participants spoke about topics including Sunni rejection of the Shia-Kurdish pact; controversial provisions for women and minorities; and the future of the constitution-making process in Iraq.
