In lieu of his weekly radio address, President Bush was joined in the Rose Garden by members of his cabinet as he made a statement about the federal response to areas devastated by Hurricane Katrina. He recounted incidents of his tour of the disaster area the previous day and said that that he was sending more troops to assist in maintaining law and order and in search and rescue. He said that conditions were improving but the $10.5 billion aid bill that he had signed the previous day was only a beginning to the hard work ahead. close
