Mr. Weir talked about his book Rising Tide: The Untold Story of the Russian Submarines That Fought the Cold War, published by Basic Books. During the Cold War, the decision to release nuclear weapons was not left up to the political leaders of each country, but ultimately up to those in charge of the weapons. In the case of the Soviets, this decision was left for the commanders of the Soviet nuclear-armed submarines, engaged in a constant back and forth with their American counterparts. In his book, Gary Weir told the story of these Soviet commanders. He also talked about the book’s inclusion of stories of debris-collection missions after U.S. weapons tests. Following the author’s remarks, there was not a question and answer session. close
