In a second afternoon portion of hearings, Mr. Brown testified about federal, state and local responses to Hurricane Katrina. In his testimony he placed blame for inadequate relief and recovery efforts on various state and local entities, lack of federal funding for the Federal Emergency Management Agency, and slow reactions by other federal agencies. In sometimes contentious questioning he called officials and agencies in Louisiana government “dysfunctional” and chided the media for its reporting on the storm and its aftermath.

House Democratic leadership had refused to endorse the hearing, saying that investigation of Hurricane Katrina matters should be referred to an independent commission free of political agendas. Members, however, were free to attend the hearing and question the witness if they desired close
