Chairman Majoras testified for the Federal Trade Commission about serious problems that spyware is causing consumers and the steps the FTC is taking. Topics included unfair competition, deceptive practices, Internet fraud, and spyware. Senators Nelson and Burns are sponsoring legislation called the Spy Block Act. Spyware is software intended to intercept or take partial control of a computer’s operation without the user’s consent. close
