The House unexpectedly voted down the $142 billion appropriations conference report for the Labor, Health and Human Services, and Education Departments. The vote was 209 to 223. The House then passed a continuing resolution on government operations and recessed, subject to the call of the chair, to allow Republican leaders time to contemplate how to proceed with appropriations legislation. close
