Ambassador Holbrooke, the chief U.S. negotiator of the 1995 Dayton Peace Agreement, spoke about the future of the Balkan States. Among the topics he discussed were the signing of the accords, lessons learned, corrections needed to reform the constitution, and the weakness of the tri-partite presidency.
