President Bush delivered a major foreign policy speech to midshipmen, faculty and officials at the U.S. Naval Academy. In his remarks he talked about the combating global terrorist threats, the status of security forces in Iraq, training Iraqi forces, and the U.S. military commitment to the region. The theme of the speech was “plan for victory,” and outlined future goals of accelerating reconstruction, transfer of authority to Iraqi forces, and strategies to defeat terrorism. close
