Participating by videoconference, Admiral Allen, U.S. Coast Guard Chief of Staff and George Washington University alumnus, delivered the keynote address about how Hurricane Katrina reshaped the Gulf Coast and how it will reshape Washington, D.C. He discussed his role as the senior federal official leading post-Hurricane Katrina operations as well as current relief efforts. Following his remarks, Admiral Allen responded to questions and comments from members of the audience. Professor Newcomer moderated the event. close
