Prior to her departure on a trip to Germany, Romania Ukraine and Belgium, Secretary Rice spoke briefly at Andrews Air Force Base about her planned meetings on international efforts to combat global terrorism. She also talked about legal standards that should apply in the treatment of detained terrorists and media reports of European cooperation with detention and torture of terrorist suspects. In her remarks she acknowledged that the practice of rendition, in which terror suspects were moved from countries without formal extradition, had been used by many countries even before the attacks of Sept. 11, 2001. close
