The subcommittee heard testimony on the development of the National Oceanic and Aeronautic Administration’s new weather satellite, which was meant to replace the current U.S. weather satellite expected to last until 1994. The new geostationary weather satellite has come under fire for running over budget and containing design problems which may prevent the satellite’s launch. Witnesses testified on the administrative process of NASA and NOAA which produced the satellite. Secretary Mosbacher said the construction of the satellite was accomplished through the management of NASA, the financing of NOAA, and the labor of subcontractors. He blamed the lack of accountability and time frame reporting for delays in the weather satellite project. Mr. Thompson promised NASA could get a weather satellite in orbit before the fourth quarter of 1992. close
