The vice president spoke about Iraq and efforts to combat terrorism. In his remarks he called for an extension of the Patriot Act in order to maintain levels of homeland security and defended the use of surveillance programs to monitor potential terrorist activities in the U.S. He also said that if the surveillance program were in existence prior to September 11, 2001 the terrorist attacks on the U.S. might have been averted. close
