Secretaries Rice and Chertoff announced a joint strategy, titled “Joint Vision: Secure Borders and Open Doors in the Information Age,” to make travel safer in the United States. Actions that will be implemented included a “model airport” port of entry program, pilot use of digital videoconferencing technology, enhanced partnership with the private sector, expansion of student visas, increased use of machine readable passports, development of an inexpensive biometric passport card, creation of a global enrollment network, and the use of travel intelligence. The strategy also included cooperation between the Departments of State and Homeland Security, as well as the pooling of data with like-minded foreign governments. close
