Secretary Rice spoke to students at Georgetown University about the future of the diplomatic corps and U.S. foreign policy. In her remarks she outlined some key aspects of the “transformational diplomacy” the State Department would undertake, saying that many Foreign Service positions in Europe and Washington would shift to difficult areas in the Middle East, Asia, and emerging areas of increased threat to U.S. national security. She also outlined new policies for advancement to key positions in the diplomatic corps that would include assignment in dangerous posts, expertise in two regions, and fluency in particular languages. Following her remarks she answered questions from the audience. close
