Chief Justice William Rehnquist reviewed the 1990 term of the Supreme Court at the 4th Circuit Judicial Conference on the day after the final decisions of 1990 were handed down by the Supreme Court. After honoring retiring Supreme Court Justice Thurgood Marshall, who announced his retirement from the Court the previous day, Chief Justice Rehnquist discussed some of the less publicized cases of the Court’s just-completed term, choosing not to speak on the First Amendment cases decided by the Court in 1990. Instead, Chief Justice Rehnquist spoke on decisions involving equal opportunity in court proceedings and the number of habeas corpus appeals available to persons who do not pursue relief under state appeals processes. He also commented on his attitude on the utilization of precedents in deciding Supreme Court cases. close
