Justice Scalia gave the keynote address at a forum on “Outsourcing American Law.” Justice Scalia talked about the role of international and foreign law in American judicial decision-making. He said that, “foreign legal materials can never be relevant to an interpretation of the meaning of the U.S. Constitution.” Following his speech he took questions from members of the audience.
