Secretary of State Rice and British Foreign Secretary Straw spoke at a forum co-hosted by Chatham House and the BBC at the Blackburn Rover’s Football Club in Lancashire. They spoke about the promotion of liberal democracy and values underlying British and American foreign policy. Following their remarks they answered questions on Iraq, Iran, and the U.S.-U.K. relationship to Secretary Rice. In response to one question Secretary Rice said that the U.S. had made several tactical errors in its policies in Iraq, but had been successful in efforts to encourage democratic institutions. close
