Secretary of State Baker briefed reporters on developments in the START strategic arms treaty negotiations between the U.S. and the Soviet Union. Talks had been underway in Washington, DC, between Secretary Baker and Soviet Foreign Minister Bessmertnykh during the previous week. Secretary Baker delivered the briefing in London, where he had been attending the Economic Summit of the Industrialized Nations. Secretary Baker said negotiators had been unable to come to terms on the definition of payload, or the throw-weight of missiles, in finalizing the agreement. He also said he felt optimistic about a possible peace conference between Israel and the Arab countries of the Middle East despite the Syrians' insistence on having a United Nations presence at the negotiating table. close
