The Senate passed H.R. 2506, making appropriations for the Legislative Branch for the fiscal year ending September 30, 1992. Passed by a vote of fifty-three to forty-five, the amendment sponsored by Robert Byrd (D-WV), Ted Stevens (R-AK), George Mitchell (D-ME), and Robert Dole (R-KS) provided pay for the Senate equal to that of the House, banned honoraria for members and employees of the Senate, and limited outside earned income. The Senate passed S. 323, the Maternal Health Services Act, to ensure that pregnant women receiving assistance under Title X of the Public Health Service Act are provided with information and counseling regarding their pregnancies.
